Hong Kong University.

1. When the Committee's report came before the late Secretary of State with a recommendation on the lines of paragraph 4 of my letter of the 17th August, Mr. Hall, gave instructions that a memorandum should be prepared indicating (a) the probable size of the University's student body and the vacancies which were likely to be filled respectively from Colonial territories, Dominions and foreign territories and (b) the proportion in which the capital and recurrent expenditure might be divided as between Hong Kong revenues and Colonial Development and Welfare funds on the one hand and U.K. funds other than Colonial Development and welfare on the other. Grounds for contribution from latter source would of course be that the provision of facilities for students other than Colonial or Dominion was primarily an Imperial interest.

2. Following figures of domicile of students have been provided by Sloss under the three headings (a) from Colonial territories (b) from Dominions (c) from foreign territories. Average for years 1928-40 (a) 274, (b) 16, (c) 160.
